Citrus Heights Water District is seeking an experienced Public Affairs Analyst who can think strategically and execute tactically. If you’re equally comfortable shaping communication approaches and rolling up your sleeves to bring them to life, we’d love to hear from you.
In this role, you’ll support community relations, education, and marketing initiatives from planning through implementation, working with a high level of independence.
What You’ll Do
Plan, coordinate, and implement public engagement, outreach, and education programs
Coordinate and/or represent the District at community events, Customer Advisory Committee meetings, and public meetings, including occasional evenings and weekends
Promote District awareness and favorability via policies, programs, projects, and more
Develop content for the website, social media, newsletters, and digital communications
Coordinate advertising, sponsorships, and partnership projects
Create outreach and marketing materials, including flyers, brochures, and event promotions
Support water efficiency classes, garden corps volunteers, and community education programs
Draft press releases and public information materials
Respond to public inquiries and manage assigned projects independently
Track program activity and help evaluate effectiveness and outcomes
What We’re Looking For
An experienced communications professional who can balance strategy with execution
Strong written and verbal communication skills
Ability to manage multiple projects with limited supervision
Comfort representing the District at public events and community activities
Enthusiasm for engaging with community members on local government initiatives
Interest in water efficiency and best gardening practices related to water management (preferred)
The mission of the Citrus Heights Water District is to furnish a dependable supply of safe, quality water delivered to its customers in an efficient, responsive, and affordable manner. The District maintains over 21,000 water service connections in a 12 square mile urbanized service area territory with a population of approximately 70,000 residents in portions of the City of Citrus Heights, and the unincorporated communities of Fair Oaks, Orangevale, Carmichael and unincorporated Placer County.
The District’s 2025 adopted annual budget is $36.2 Million. The District currently employs 40 full-time staff members, plus part-time staff. The District is governed by a three-member Board of Directors and led by a senior management team. Of the 40 full-time regular employees, over one-third of CHWD staff have post-secondary degrees. As stewards of the community’s water supply, the Citrus Heights Water District conducts its affairs with the highest ethical standards by emphasizing accountability, integrity, and collaboration. To achieve this goal, the District strives to create a team-oriented and safe work environment that empowers its staff, and supports pursuits for professional growth. Ultimately, the goal is to provide responsive service to the District’s rate-payers.
