To perform a variety of professional administrative and technical duties in support of the development, implementation and management of District community outreach, media relations, public affairs and water conservation programs and functions; to perform research and other analytical work; to serve as a spokesperson for the District; to fulfill administrative assignments in functional areas such as program administration, budget, and other areas; and to provide complex administrative support to the General Manager and management team.
ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
Serves as a subject matter expert for and coordinates development and implementation of assigned community outreach, media relations, public affairs and water conservation programs.
Drafts media releases; develops outreach materials and bulletins; works with consultants to ensure the goals of the District regarding public outreach are met.
Serves as centralized point of contact for public and community information; disseminates information and responds to inquiries; represents the District and serves as the District spokesperson in public information and community outreach programs, activities, events, and surveys.
Develops and coordinates the education program for schools, community organizations, service clubs, and the business community; conducts informational tours of District facilities for civic and community groups, other agencies, and special groups.
Writes, designs and develops a wide range of internal and external communication pieces, including public service announcements, fact sheets, flyers, newsletters, bill inserts, water quality reports, public hearing notices, brochures and other written and graphic materials; sets up press briefings and media events.
Reviews various agency communications to ensure clear and consistent customer communications.
Develops, organizes and coordinates implementation of assigned special events and activities.
Evaluates and makes recommendations regarding conservation measures and any water use restrictions; analyzes cost effectiveness and budgetary impacts.
Researches legislative issues impacting the District; updates District management and Board regarding issues and prepares position statements.
Coordinates, communicates and implements water conservation programs.
Prepares technical reports, correspondence and other written materials; provides assistance to District management on complex administrative and analytical matters.
Conducts a variety of special studies and projects related to the functions and goals of the District; plans, coordinates, and assists with the analysis and development of recommendations.
Performs analytical assignments in conjunction with detailed tactical or project planning; assists with the implementation of programs.
Reviews administrative practices and makes recommendations for improvements.
Assists in the design and development of reports to meet the needs of the District.
Attends meetings with officials of other governmental agencies, business and community groups and the public regarding assigned projects and District programs.
Designs, develops, installs, tests, monitors and updates district web pages and other internet communication resources and social media outlets.
Develops videos for District use; takes photographs; prepares or coordinates a variety of graphic illustration materials including slide shows and formal presentation displays.
On call to participate and manage the District's communications needs during disasters, outages, or when emergency response is needed, including serving in the Emergency Operations Center and coordinating interagency communications and liaison.
Maintains the integrity of confidential information.
Observes safe work practices and ensures that proper safety practices and procedures are followed.
Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service.
Performs related duties as assigned.
Three years of progressively responsible professional experience involving the development and coordination of community outreach, media relations and public affairs programs similar to those administered by the District.
Equivalent to a Bachelor’s degree from an accredited college or university in Business or Public Administration, Public Relations, Communications, Journalism or a related field.
